Introduction to Innovative Climate Risk Management
Weather Risk Management Services (WRMS), a leader in agriculture and climate risk management, in collaboration with the United Nations World Food Programme (WFP), has embarked on an initiative to launch Iraq’s inaugural parametric insurance pilot schemes. These schemes are meticulously designed to shield smallholder farmers and micro-entrepreneurs from the escalating threats posed by climate change.
Scope and Implementation of the Pilot Projects
The pilot projects are set into motion across four districts: al-Hamdaniya, al-Mosul, Tilkaef, and Kerbela. These initiatives will engage 400 smallholder farmers under a drought insurance scheme operational from December 2024 to May 2025, and also include 400 farmers and micro-entrepreneurs under a heatwave insurance plan available between July 2025 and September 2025.
Insurance Coverage and Mechanism
The drought coverage offers an insured sum up to IQD 700,000, while the heatwave insurance extends coverage up to IQD 1,300,000 (nearly $1,000). Policies are underwritten by the National Insurance Company of Iraq (Asia Gate Insurance Company), with WRMS as the calculation and technical agent, responsible for monitoring weather indices and triggering payouts.
Aims and Objectives
This initiative aims to provide swift and transparent financial relief for losses inflicted by extreme weather events such as heat waves and droughts. Iraq, recognized as one of the world’s most climate-vulnerable countries, frequently faces irregular rainfall and severe weather conditions, significantly affecting agricultural productivity.
Parametric Insurance: A Modern Solution
To overcome the limitations of conventional insurance models, WRMS and WFP have introduced a parametric insurance model. This model automates payouts based on predefined weather conditions, bypassing the need for traditional claims filing and expediting financial relief.
Technological Integration and Future Prospects
The insurance solution utilizes satellite and weather station data to refine risk assessment and payout precision. Beyond immediate financial support, the program aims to mitigate economic impact from climate-induced disasters and bolster long-term food security in the affected regions. This launch signifies a substantial advancement in climate risk financing for Iraq, showcasing the potential to expand this insurance framework regionally, offering protection to more vulnerable communities.
